Does the post office have the right not to deliver me mail?

The answer is communication. Can the USPS refuse to deliver your mail because your walk is not 100% cleared? Yes. Does there have to be a problem? No. Call the local post office and tell them exactly what you have written here. I'm sure you can work something out. I have always found that I am willing to meet my customers who meet me half way. :-)
