What's all this sympathy for Moat about?

What is it that doesn't make sense here, why is everyone at blame but this psycho? I mean who would really care if they just let this one go? Didn't it cost enough money just to coax the idiot into killing himself? First the police read out a letter referring to him as a 'nutter', which is entirely true unless you want to turn him into a victim of society and then they apologise because it wasn't 'politically' correct - and now the police may have been to blame for him shooting himself because the electrical signal from a taser magically transformed into a neurological impulse which caused him to want to shoot himself? He shot himself because he was desperate and didn't want to spend life in prison, which is exactly what would have happened if he had been caught - what's the deal with all this Moat sympthathy?
