Who was the guy on the tv guide grammy red carpet with the "electricuted" big blonde hair?

ok i just watched the TV Guide Grammy red carpet thing that was on last night. about 3/4 of the way through after they got back from commercial it showed a boy about 17 or so with really big sort of electricuted hair. it was blonde. he was wearing two pointed boots one white and one black. if you could please tell me who that is that would be great! i have no idea who he was but i really want to know.
