What is a 'machine debug' program and how can I disable it?

From time to time while I'm opening program or files, I get a 'runtime error' message that requires a debug or ignore exacution to continue. I don't know how or when I enabled this feature but it's very annoying and I would like to stop it. Any advise is appreciated.
