Prez of India on Yahoo answers?

You know how last year the winner was the president of India for his question about how to make India a better place? Well that's what I heard at least. If it isn't true please tell me what it was. Anyway, why did he ask on Yahoo answers, I mean seriously! He's got a whole council thingy! It's like- 'Mr. President what are we going to do about the terrorists?' 'Don't worry I'm on Yahoooooooooo!!!!!!!' I'm not trying to be offensive but why would he want opinions of random people all over the world some who might not even know what India is, when he's got a whole line of official people to discuss it with! Was it like a last resort or something? If you're reading this Mr.President (of India) please answer my question. ONce again no offense intended.
